Strategic planning:
- Develop licensing plans, including schedules,
budgets, and issue tracking and response systems
- Identify licensing issues and information needs
- Train team members unfamiliar with the FERC
regulatory process
- Assess process options within the FERC and
NEPA regulatory requirements
- Conduct compliance audits
- Conduct benchmarking surveys
Consultation and public involvement support:
- Assist with planning for consultation with
agencies and other interested organizations,
and public involvement
- Determine key contacts for interested agencies
and organizations
- Develop public education and information programs
- Facilitate agency/public consultation meetings,
workshops, and technical working groups
- Provide strategic guidance on consultation for
compliance with specific laws/regulations (e.g.,
Section 7 of ESA and Section 106 of NHPA)
Technical studies:
- Provide guidance in designing technical study
program and approach
- Identify, evaluate, and provide management oversight
of consultants to provide needed technical support
for licensing
- Evaluate technical study plans and study reports
for accuracy, relevance and consistency
- Conduct recreation resource inventories and other
studies

Document preparation:
- Assist with drafting and project management
for preparation of draft and final license applications,
environmental assessments, and management plans
- Provide guidance and drafting for preparation
of other informational or regulatory filings
with FERC
Communications:
- Assist with preparations for meetings with
FERC staff from the Office of Energy Projects,
Division of Hydropower Licensing
- Assist with presentations to senior managers
General project management support:
- Assist with development and management of licensing
budgets
- Publish project-related newsletters
- Develop and maintain project-related websites
Licensing proposals and management plans:
- Provide strategic and technical guidance for
development of protection, mitigation and enhancement
proposals
- Assist with development of adaptive management
plans
Settlement negotiations:
- Provide group facilitation and meeting support
services
- Assist with negotiation of settlement agreements
- Develop draft license article language
