FERC Licensing, Compliance and Implementation

Strategic Planning

  • Develop licensing plans, including schedules, budgets, and issue tracking and response systems
  • Identify licensing/resource issues and information needs
  • Train clients unfamiliar with FERC processes
  • Assess and guide selection of FERC and NEPA process options
  • Conduct compliance audits
  • Conduct and interpret benchmarking surveys

Consultation and Public Involvement Support

  • Assist with planning for consultation with agencies and other stakeholders
  • Identify key contacts for interested agencies and other organizations
  • Develop public information and education programs
  • Facilitate agency/stakeholder/public consultation meetings, FERC scoping meetings, workshops, and technical working groups
  • Provide strategic guidance on consultation for compliance with pertinent laws/regulations (e.g., Section 7 of ESA and Section 106 of NHPA)

Technical Studies

  • Provide guidance in designing technical study programs
  • Identify, evaluate, and provide management of technical consultants and modelers
  • Review and evaluate technical study plans and study reports for accuracy, relevance, and consistency
  • Conduct recreation resource inventories

Document Preparation

  • Manage, write, and file Pre-Applications Documents (PAD), Preliminary Licensing Proposals (PLP), and draft and final license applications; manage and write environmental assessments, biological assessments, and management plans
  • Provide guidance for and/or draft other informational or regulatory filings with FERC

Communications

  • Assist with preparation for meetings with FERC staff
  • Assist with presentations to senior management

General Project Management Support

  • Assist with development and management of licensing budgets
  • Prepare project-related newsletters/updates
  • Develop and maintain project-related websites

Licensing Proposals and Management Plans

  • Provide strategic and technical guidance for development of cost-effective protection, mitigation, and enhancement (PM&E) measures
  • Assist with development of adaptive management plans

Settlement Negotiations

  • Provide meeting facilitation and support services
  • Assist with negotiation of settlement agreements
  • Develop draft license articles

Preliminary Permit Applications (PPA)

  • Identify, acquire, and synthesize existing information
  • Facilitate planning and coordination meetings with FERC staff
  • Draft and file PPAs
