

Long View provides regulatory and licensing expertise for wave, tidal, and ocean current technologies. Staff members' experience with hydropower licensing and expertise in the design and implementation of consultation and regulatory processes allow Long View to assist clients with the planning and execution of licensing and permitting of alternative technologies.
Long View applies the following principles when assisting clients with permitting and licensing processes:
Long View's participation in Oregon's wave energy policy deliberations and contributions to the National Hydropower Association's efforts to encourage innovative and streamlined approaches to permitting and licensing of new technologies, allows Long View staff to provide clients with the perspectives needed for success in this nascent sector of the renewable energy market.
Long View can assist potential project developers in securing exemptions for proposed small (< 5 MW) hydropower projects to be developed at existing dams or in canals, tunnels, and pipes. After confirming a project's eligibility for exemption, Long View performs a regulatory and process assessment, culminating in a Project Summary Memorandum that describes the proposed project in the context of the requirements of Part I of the Federal Power Act, summarizes regulatory and process issues, outlines process schedule, and identifies any available waivers. Long View then develops an Application for Exemption for Small Conduit Hydroelectric Project, which includes coordinating with FERC, developing and filing required notifications, conducting agency/stakeholder consultation, developing and performing studies (if necessary), drafting the exemption application, and replying to agency mandatory conditions. Long View can also assist project owners in securing financing. If the project does not qualify for an exemption, Long View can assist in formulating a scope of work to secure an original license under Part 5 of the Federal Power Act.
Long View, in collaboration with Ptarmigan Forestry and Carbon Consulting (Ptarmigan), provides greenhouse gas (GHG) emissions verification services. Certified by The Climate Registry (TCR) and accredited by the American National Standards Institute (ANSI), Long View/Ptarmigan staff perform third-party, independent verifications for entities reporting GHG emissions on TCR's Climate Registry Information System (CRIS). As trained verifiers, staff can also assist entities in the preparation and execution of successful GHG reports, including assistance classifying GHG emissions according to scope, identifying information needs for reporting emissions on CRIS, developing GHG management processes, implementing QA/QC processes, and organizing documentation for the emissions report.
