Principal and Senior Consultant
Steve Padula, Principal of Long View Associates, Inc. (LVA), has extensive hydropower licensing and compliance experience and is nationally recognized in the field. He has been involved in hydroelectric project licensing and regulatory matters since 1977, and is currently assisting Portland General Electric (PGE), Alcoa Power Generating Inc. (APGI), and Chugach Electric Association, Inc., with the FERC licensing of their hydropower projects. His recent experience also includes providing strategy and planning assistance for licensing to Chugach Electric Association and Seattle City Light, and assisting PGE and APGI in settlement negotiations regarding licensing of the Pelton Round Butte Project, Tapoco Project, and Yadkin Project. Mr. Padula's experience prior to LVA includes seven years at Central Maine Power Company (CMP) in a variety of licensing/permitting-related positions, including serving as Manager of the Environmental and Licensing Department from 1989 to 1993. Mr. Padula has also held positions at FERC and the Department of the Interior.
Senior Consultants
Wendy Bley, Senior Consultant, with Long View Associates, Inc. (LVA) is currently assisting Alcoa Power Generating Inc. (APGI) with the licensing of the Yadkin and Tapoco projects in North Carolina and Tennessee. She also coordinated the development of a comprehensive shoreline management plan for the Yadkin Project and assisted in the development of a shoreline management plan for the Tapoco Project. Prior to joining LVA, Ms. Bley worked for seven years for Central Maine Power Company. Throughout her tenure at Central Maine Power, Ms. Bley specialized in hydropower licensing and compliance and served as Manager of Licensing and Environmental Studies from 1992 through 1995. In this role, Ms. Bley was responsible for managing FERC licensing proceedings for ten "Class of 1993" hydropower projects. In addition to her extensive experience in managing FERC hydropower licensing and compliance efforts, Ms. Bley has significant expertise in the environmental area, with particular strengths in the areas of water quality, fisheries, land use planning, and recreation.
Randall Filbert, Senior Consultant, is a fisheries and aquatic biologist who is currently advising PGE with regard to fisheries, aquatic biology, endangered species, and water quality issues for the Clackamas River Project licensing. In this collaborative licensing effort, Mr. Filbert is the lead technical consultant to PGE in managing and overseeing information development by three technical subgroups addressing issues related to fish passage, water quality, and instream flows/geomorphology. He is also assisting PGE with its ongoing planning for implementation of a fish passage plan in the new license term for the Pelton Round Butte project. Over the past 15 years, Randall has been a consulting aquatic biologist to private corporations and government agencies in the continental United States and Hawaii . He has been involved in the preparation of NEPA documents; impact assessments of flow diversion and restoration, reservoir construction, and timber harvest; and surveys relating to storm water management, endangered species, instream flow studies, and water quality.
Gary Boyle, Senior Consultant, rejoined Long View Associates, Inc. (LVA) in September 2008. He is currently assisting PB Power with the analysis of recreation use data for the Town of Massena Electric Department's Recreation Study to support licensing of the Massena Grasse River Hydroelectric Project, and assisting Alcoa Power Generating Inc. (APGI) with the analysis of recreation use data in support of FERC Form 80s for the Tapoco Hydroelectric Project in Tennessee and Yadkin Hydroelectric Project in North Carolina. Mr. Boyle was employed previously by LVA from 1997 to 2001, during which time he provided support for the relicensing of the Tapoco and Yadkin Projects, the Bull Run, Clackamas River , and Willamette Falls Hydroelectric Projects in Oregon , and for the Cabinet Gorge and Noxon Rapids Hydroelectric Projects in northern Idaho and Montana . Prior to joining LVA, he worked in the electric utility industry for 27 years as a compliance coordinator, and he has participated in the licensing & relicensing of hydroelectric projects since the early 1980's. He also worked for the Maine Department of Conservation, Bureau of Parks and Lands assisting in the preparation of The Maine State Comprehensive Outdoor Recreation Plan 2003-2008 (SCORP). Mr. Boyle's educational background is in forestry and includes specialized training in Habitat Evaluation Procedures (HEP), wetland delineation, and FERC emergency action planning for dams.
Bao Le, Senior Consultant with Long View Associates, Inc. (LVA), presently serves two major clients of LVA; Public Utility District No. 1 of Douglas County (Douglas PUD) with the Wells Hydroelectric Project Relicensing effort; and Seattle City Light as a member of the Boundary Hydroelectric Project Relicensing Team. Prior to joining LVA, Bao worked for Douglas PUD as the Senior Aquatic Resources Biologist and was the fish and aquatic resources lead for the Wells Hydroelectric Project relicensing. Prior to his work at Douglas PUD, Bao worked for six years with the U.S. Fish and Wildlife Service as a fisheries biologist implementing aquatic resource impact assessments associated with the operation of the Federal Columbia River Power System. Bao has extensive experience with the FERC relicensing and compliance processes as well as with hydroelectric project impact assessments on fish and aquatic resources—specifically, fisheries and water quality assessments; instream flow studies; and endangered species recovery planning and management. He also has experience with settlement processes and has knowledge of federal and state statutes relating to hydropower and natural resources management. He received his Bachelor Degree in Biological Sciences from the University of California , Santa Barbara and his Master of Science in Zoology from the University of Maine .
Jody Johns AICP, Senior Consultant, is a certified planner with the American Institute of Certified Planners. Since 2000, Ms. Cason has been assisting Alcoa Power Generating Inc. (APGI) with the relicensing of the Yadkin and Tapoco Projects in North Carolina and Tennessee . Specifically, Ms. Cason is responsible for assisting in the management and conduct of technical studies, preparation of environmental assessments and license applications, settlement negotiations, license compliance tracking, maintaining project relicensing files, assisting with the administration of meetings and communications with relicensing participants, shoreline management planning, and maintaining project websites. Prior to joining LVA, Ms. Cason worked with the Virginia Department of Conservation and Recreation. Her background is in watershed restoration and land and shoreline management planning, recreation planning, cultural resources management, water quality monitoring, and community outreach. Ms. Johns has received degrees in both political science and urban and regional planning.
Consultants
Emily Andersen, Senior Consultant with Long View Associates, Inc. (LVA), provides Seattle City Light with strategic support in the relicensing of the Boundary Hydroelectric Project. Specifically, she assists with meeting administration, stakeholder consultation, and preparation of licensing documents. In addition, she is responsible for budget management and subcontractor administration of the LVA Team. She has also provided meeting support for PGE's Pelton Round Butte Project Fisheries Technical Subcommittee, managed the preparation of the final license application and application for the state 401 water quality certification for PGE's Clackamas River Project and assisted with the preparation of the Applicant Prepared Environmental Assessment for APGI's Tapoco Hydroelectric Project. Emily obtained both her Bachelor of Science in Biology and her Master in Marine Affairs from the University of Washington .
Finlay Anderson, Consultant with Long View Associates, Inc. is currently the Deputy Project Manager for the licensing of the Chakachamna Hydroelectric Project (FERC No. 12660), in the Kenai Peninsula Borough, South Central Alaska. He also supports Portland General Electric through planning, implementation, and management of compliance efforts associated with the recent license settlement agreement for the Willamette Falls Hydroelectric Project and the Pelton Round Butte Hydroelectric Project. Mr Anderson leads Long View's ocean and tidal energy program, which has developed around his previous work experience with Oregon 's fishing industry and Oregon coastal economic development issues. His educational background is in biological sciences and marine resource management.
Joyce Brooks, Consultant with Long View Associates, Inc. (LVA), is currently assisting Alcoa Power Generating Inc. (APGI) with the relicensing of the Yadkin Project. Specifically, Ms. Brooks' responsibilities include preparation of the license application, assisting in the management of technical studies, assisting in maintaining the project website, and Shoreline Management Plan implementation. Ms. Brooks is also assisting APGI with license compliance at the Tapoco Project, including license compliance tracking and the preparation of resource plans required in the new license. Prior to joining LVA, Ms. Brooks worked for the Virginia Department of Environmental Quality, the Virginia Department of Health, and a non-profit conservation organization. She has experience in water quality monitoring and planning, community outreach efforts, technical and professional writing and editing, database management, and shoreline management planning. Her educational background is in biology with an environmental science emphasis.
Jenna Borovansky, Consultant , joined Long View Associates, Inc. (LVA) in August 2007. She is currently assisting Seattle City Light with the relicensing of the Boundary Project as part of the LVA team providing the utility with strategic, process and document support. Prior to joining LVA, Ms. Borovansky worked with the Idaho Department of Environmental Quality as a watershed coordinator and team lead in the production of water pollution reduction plans (TMDLs) for over 30 waterbodies in the Clark Fork – Pend Oreille basin. She has also acted as a program director in non-profit organizations with experience designing and facilitating stakeholder involvement processes, technical editing, community surveys and watershed restoration planning. Ms. Borovansky's educational background is in wildlife management and natural resource policy.
