Long View Associates, Inc., specializes in guiding our clients through the regulatory maze that typifies licensing, permitting, and planning processes involving natural and socioeconomic resource issues. Our ability to help our clients achieve successful outcomes rests on our expertise in managing the myriad of regulatory and process requirements, while also keeping sight of the larger picture, including both near-term and long-term goals and objectives. Our focus has been on hydropower licensing and related regulatory processes — ideal for fostering the skills required for navigating a host of stakeholder-driven processes to resolve complex resource issues.
Long View is a nationally recognized leader in the field of consulting services for FERC hydropower licensing
and compliance. In the licensing arena, our expertise lies in helping license applicants design and implement
successful licensing processes to achieve their specific goals and objectives. We assist our clients with strategic
planning, process design, consultation support, project management, and document preparation — all of which
are tailored to the individual project to best suit the client’s needs and achieve a successful outcome. We also
provide a range of services to help licensees implement their new licenses and maintain their projects in
compliance with new license requirements.
Long View staff members have direct experience in licensing and license compliance for approximately 40 FERC-licensed projects. This experience includes direct involvement in licensing efforts using Traditional, “enhanced traditional,” Alternative (including applicant-prepared environmental assessment as well as third-party EIS licensing processes), and Integrated licensing processes. A consistent emphasis of Long View’s work in these processes has been to assist our clients in fostering stakeholder consensus to strengthen support for final licensing proposals. Our experience with these multi-year, multi-issue, multi-stakeholder licensing efforts has provided Long View with the expertise that is essential for navigating successfully through complex and controversial projects.
In addition to direct work in hydropower licensing, Long View has been an active participant in the National Hydropower Association (NHA) and involved in regulatory affairs work to support the hydropower industry. During the last ten years, Long View has been on the forefront of industry involvement in major regulatory changes affecting the FERC licensing process. Most recently, we took an active role in industry efforts to help shape the future of hydro licensing regulations, through participation in FERC’s rulemaking process that resulted in establishment in July 2003 of the new Integrated Licensing Process (ILP). We continue to track implementation of the ILP to gain strategic insights that will continue to benefit our clients.
