

Steve Padula has extensive hydropower licensing and compliance experience and is nationally recognized in the field. He has been involved in hydroelectric project licensing and regulatory matters since 1977, and is currently assisting Portland General Electric (PGE), Alcoa Power Generating Inc. (APGI), and Chugach Electric Association, Inc., with the FERC licensing of their hydropower projects. His recent experience also includes providing strategy and planning assistance for licensing to Chugach Electric Association and Seattle City Light, and assisting PGE and APGI in settlement negotiations regarding licensing of the Pelton Round Butte Project, Tapoco Project, and Yadkin Project. Mr. Padula's experience prior to LVA includes seven years at Central Maine Power Company (CMP) in a variety of licensing/permitting-related positions, including serving as Manager of the Environmental and Licensing Department from 1989 to 1993. Mr. Padula has also held positions at FERC and the Department of the Interior.

Randall Filbert is a fisheries and aquatic biologist who is currently serving as a water quality and FERC relicensing process consultant to Seattle City Light's (SCL) Boundary Project, FERC Relicensing Team. Mr. Filbert is currently providing technical and process support to Chugach Electric Association associated with implementation of the Cooper Lake Project FERC license. Mr. Filbert is also currently serving as an aquatic biology and licensing process consultant to Kenai Hydro in the development of license applications for the proposed Crescent Lake , Falls Creek, Grant Lake , and Ptarmigan Lake Projects. Mr. Filbert has been assisting PGE with fisheries, aquatic biology, endangered species, water quality, and project management related tasks associated the Clackamas River Project licensing. He also assisted PGE with its implementation of a fish passage plan in the new license term for the Pelton Round Butte Project. Over the past 15 years, Randall has been a consulting aquatic biologist to private corporations and government agencies in the continental United States and Hawaii . He has been involved in the preparation of NEPA documents; impact assessments of flow diversion and restoration, reservoir construction, and timber harvest; and surveys relating to storm water management, endangered species, instream flow studies, and water quality.

Gary Boyle joined Long View Associates, Inc. (LVA) in September 2008. He is currently assisting Alcoa Power Generating Inc. (APGI) with the analysis of recreation use data in support of FERC Form 80s for the Tapoco Hydroelectric Project in Tennessee and Yadkin Hydroelectric Project in North Carolina. Most recently he has assisted Chugach Electric Association, Inc. with the preparation of a draft Dam Safety Surveillance and Monitoring Plan for the Cooper Lake Hydroelectric Project in Alaska, Shastaview, Inc. with the preparation of a draft Application for Amendment of Exemption for the T & G Hydro Project, located on Old Cow Creek in California, to upgrade from a 300Kw generator unit to a 520Kw unit to allow the project to produce energy more efficiently, and PB Power with the analysis of recreation use data for the Town of Massena Electric Department's Recreation Study to support licensing of the Massena Grasse River Hydroelectric Project in New York. Gary was employed previously by Long View Associates from 1997 to 2001, during which time he provided support for the relicensing the Tapoco and Yadkin Projects, the Bull Run, Clackamas River, and Willamette Falls Hydroelectric Projects in Oregon, and for the Cabinet Gorge and Noxon Rapids Hydroelectric Projects in northern Idaho and Montana. Prior to joining LVA, Mr. Boyle worked in the electric utility industry for 27 years conducting environmental and licensing work that involved maintaining a PC-based compliance data base and reporting system and completing license compliance conditions and filings on time, and participating in the licensing & relicensing of hydroelectric projects since the early 1980's. He also worked for the Maine Department of Conservation, Bureau of Parks and Lands assisting in the preparation of The Maine State Comprehensive Outdoor Recreation Plan 2003-2008 (SCORP). Mr. Boyle's educational background is in forestry and includes specialized training in Habitat Evaluation Procedures (HEP), wetland delineation, and FERC emergency action planning for dams.

Bao Le presently serves two major clients of LVA; Public Utility District No. 1 of Douglas County (Douglas PUD) with the Wells Hydroelectric Project Relicensing effort; and Seattle City Light as a member of the Boundary Hydroelectric Project Relicensing Team. Prior to joining LVA, Bao worked for Douglas PUD as the Senior Aquatic Resources Biologist and was the fish and aquatic resources lead for the Wells Hydroelectric Project relicensing. Prior to his work at Douglas PUD, Bao worked for six years with the U.S. Fish and Wildlife Service as a fisheries biologist implementing aquatic resource impact assessments associated with the operation of the Federal Columbia River Power System. Bao has extensive experience with the FERC relicensing and compliance processes as well as with hydroelectric project impact assessments on fish and aquatic resources—specifically, fisheries and water quality assessments; instream flow studies; and endangered species recovery planning and management. He also has experience with settlement processes and has knowledge of federal and state statutes relating to hydropower and natural resources management. He received his Bachelor Degree in Biological Sciences from the University of California, Santa Barbara and his Master of Science in Zoology from the University of Maine.

Emily Andersen provides Seattle City Light with strategic support in the relicensing of the Boundary Hydroelectric Project. Specifically, she assists with meeting administration, stakeholder consultation, and preparation of licensing documents. In addition, she is responsible for budget management and subcontractor administration of the LVA Team. She has also provided meeting support for PGE's Pelton Round Butte Project Fisheries Technical Subcommittee, managed the preparation of the final license application and application for the state 401 water quality certification for PGE's Clackamas River Project and assisted with the preparation of the Applicant Prepared Environmental Assessment for APGI's Tapoco Hydroelectric Project. Emily obtained both her Bachelor of Science in Biology and her Master in Marine Affairs from the University of Washington.

Finlay Anderson is the Project Manager for Opal Springs Fish Passage Project in central Oregon -- an effort to faciliate the reintroduction mid-Columbia steelhead and Pacific salmon in the Deschutes Basin. He also supports planning, implementation, and management of compliance efforts associated with Eugene Water & Electric Board's Carmen-Smith Hydrolectric Project (FERC No. 2242). He has also assisted Portland General Electric in thier implementation of new FERC licenses for the Willamette Falls Hydroelectric Project and the Pelton Round Butte Hydroelectric Project. Mr. Anderson leads Long View's ocean and tidal energy program, which has developed around his previous work experience with Oregon 's fishing industry and Oregon coastal economic development issues. His educational background is in biological sciences and marine resource management.

Cory is an aquatic biologist with twelve years experience serving hydroelectric clients in Washington, Oregon, Idaho and California. Cory has extensive experience participating in the Traditional and ILP FERC relicensing processes and the associated compliance and implementation phases. Mr. Warnock has managed projects and lead crews in all aspects of various fisheries and instream flow investigations. Clients have ranged from owners of hydroelectric facilities and timber companies to state and federal agencies. Cory has experience presenting to and coordinating with Tribes, agencies and public interest groups. Prior to joining LVA, Cory was playing an integral role in relicensing/compliance efforts in both Eastern and Western Washington, and that role continues. He managed studies associated with assessing hydroelectric impacts to anadromous and resident salmonids including issues dealing with fish passage and entrainment, stranding, predator/prey interaction and species specific behavior via hydroacoustic analysis and acoustic telemetry. Mr. Warnock has an educational background in biology with a fisheries emphasis.

Barbara Whiton is a technical writer/editor with many years of experience in managing complex technical documentation. She is responsible for writing and editing text, managing multiple-author reports, coordinating the document review cycle, overseeing document production, and ensuring that strict deadlines are met. Barbara’s experience includes assisting with the preparation of National Environmental Policy Act (NEPA) compliance documents, including discipline reports that address fisheries and aquatic resources, cultural resources, geology and soils, wetlands, vegetation and wildlife, air quality, visual quality, environmental justice, noise, land use and recreation, hazardous materials, and transportation. In addition, her experience includes editing water-related studies for stormwater control, water quality, and drinking water and wastewater infrastructure. Barbara improves the readability of text, develops document templates and author guidelines, and provides assistance to project managers by serving as needed as the go-to person for information resources.
